The Senior Manager advances Ocean Conservancy’s campaign to support the National Ocean Policy, with a particular focus on using coastal and marine spatial planning (CMSP) to protect, restore, and maintain ecosystem health. With guidance and input from a Senior Policy Advisor, the Senior Manager develops and manages Ocean Conservancy’s CMSP program. The Senior Manager works with the CMSP team to develop and implement strategies to support federal funding for and regional implementation of the National Ocean Policy, and engage and cultivate stakeholders to support CMSP. In this effort, the Senior Manager also represents Ocean Conservancy and coordinates with several working groups and coalitions to advance common goals. S/he supervises CMSP team members and consultants, oversees logistics relating to internal program management (assisting in budget preparation and review, work planning) and assists the Senior Policy Advisor and Development Team in ensuring continued funding for the Ocean Conservancy’s CMSP program. Finally, the Senior Manager plays a key role in working with the government relations and communications teams to develop, coordinate, and implement strategies to achieve program and organizational goals.

Specific Responsibilities:

  • Works with Senior Policy Advisor, CMSP team members, Government Relations and Marketing & Communications staff to develop and implement strategies to: cultivate and deploy stakeholders; ensure federal funding for CMSP; and advance regional implementation and durability of CMSP.
  • Meets with agency officials, elected officials, industry, and NGO stakeholders to garner support for CMSP and related policy initiatives.
  • Identifies relevant meetings and conferences, and attends to present information on and garner support for CMSP from  relevant stakeholders and the public.
  • Represents Ocean Conservancy in working groups and coalitions engaged in supporting the National Ocean Policy and CMSP at the regional level, in Congress, with the administration, and with stakeholders.
  • Supervises development and implementation of Ocean Conservancy’s stakeholder engagement strategy.
  • Supervises ongoing tracking of CMSP-related activities in priority states and regions.
  • Supervises work and performance of CMSP team members and multiple outside consultants.
  • Works with the Resource Development/Foundations team to ensure grant proposals and reports are completed in an accurate, compelling and timely manner.
  • Tracks monthly financial statements and helps prepare annual budget.
  • Works with other programs and departments to ensure cross-cutting CMSP goals are advanced through all Ocean Conservancy’s program areas.

Required Qualifications:

  • Minimum of four years of experience working with Congress, the federal government, or state or local governments on marine environmental issues, marine spatial planning, land use planning, or related issue area.
  • Demonstrated ability to work effectively with diverse teams; integrate across disciplines, and work collaboratively with a wide variety of stakeholders.
  • Demonstrated ability to communicate effectively about complex issues both in writing and verbally.
  • Working knowledge of advancing policy on the federal level preferred.
  • A high-level performer who thinks strategically and sees the big picture but remains attentive to details, deadlines, and deliverables.
  • Ability to be flexible, and work under pressure.
  • Excellent interpersonal and communication skills with past success in leveraging collaborative efforts to effect change and build political will.
  • Highly collaborative with an appreciation of the benefit of a multi-disciplinary team approach; willing to take on a variety of tasks to further the program goals, and able to delegate effectively when appropriate.
  • A leadership and mentoring style that supports and rewards the growth of staff with talent, promise, and commitment.
  • Proficiency in Microsoft office products required.
  • Advanced degree preferred in a relevant science or interdisciplinary specialty, management, planning, public policy, or another field closely related to coastal and marine affairs or environmental protection
