The National Academy for State Health Policy (NASHP), a non-profit, non-partisan organization dedicated to helping states achieve excellence in health policy and practice, is seeking a proven and dynamic Executive Director with a deep knowledge of, passion for, and commitment to advancing health policy across the states.

Working on a broad range of critical health policy issues, NASHP provides a forum for constructive, non-partisan work across branches of state government. With the active involvement of state health policymakers, NASHP analyzes complex health policy issues, identifies emerging and promising practices, and develops the capacity of state health policy leaders through a range of technical assistance methods.

The Executive Director provides vision and leadership for states and the nation as a whole, for members of NASHP’s Academy and the broader state health policy community, and for NASHP staff.  The Executive Director is responsible for securing the resources necessary to operate the organization, which currently has an annual budget of approximately $8 million and a staff of 50 people located in offices in Washington, D.C., and Portland, Maine.

The Executive Director is appointed by and responsible to the Board of Directors of the Center for Health Policy Development (CHPD), which is responsible for the legal and fiduciary oversight of NASHP.   The Executive Director is also a member of the NASHP Academy Executive Committee, comprised of leading state health policy officials, which provides guidance on NASHP programing. 

Principal Responsibilities:

Overall Leadership and Vision

  • ·Provides a coherent and sustainable vision for the organization’s work consistent with NASHP’s mission.
  • Identifies emerging trends in state health policy and practice. 
  • Guides and supports program development consistent with identified state needs.
  •  Leads the development of NASHP’s research and policy analysis agenda
  • Builds strategic partnerships with funders, state and federal agencies, the research and advocacy community, and the media. 

Organizational Responsibilities

  • Supervises a senior management team to promote efficient and effective decision-making on operational and strategic matters.
  • Builds a strong relationship with a high quality professional and administrative staff.
  • Fosters a sense of team and individual commitment and accomplishment.
  • Facilitates communication between staff and external audiences including the board, the NASHP Academy, and the philanthropic community.
  • Recruits, assigns, supervises, and evaluates senior level management and program staff. 
  • Monitors organizational performance.

Financial Responsibilities

  • Develops and implements strategies to secure adequate and appropriate resources to support programming consistent with organizational priorities.  Oversees the preparation of various funding requests, and serves as the liaison to funders.
  • Oversees preparation of the organization’s budget, ensures sound financial management of the organization’s resources, and oversees disbursement of the organization’s funds.
  • Fosters relationships between funders and staff to support and strengthen staff capacity to identify and develop new projects.
  • Supervises the negotiation of contracts with other entities and organizations, and executes the contracts on behalf of the organization.

CHPD Board and NASHP Academy Responsibilities

  • Serves as President of the CHPD Board.  Provides support to Board committees, or assigns appropriate staff to do so.
  • Works collaboratively with the Board, NASHP Academy and committees, and staff to set NASHP’s agenda. Brings to the attention of the Board the need for policies pertaining to NASHP programs and operations.
  • Presents the Board with periodic financial and program reports measuring NASHP’s progress.
  • Develops and recommends to the Board short and long range plans for NASHP’s strategies to achieve its mission.
  • Supports the Chair of the NASHP Academy Executive Committee in guiding the work of the Executive Committee and the three substantive NASHP Academy Committees: Healthcare Access and Finance; Health System Performance and Public Health; and Long-term and Chronic Care.

External Relations

  • Assures that the organization’s strategic plan is current and responsive to the needs of the community NASHP serves by its mission.
  • Promotes constituency interest and participation in NASHP and its programs, including efforts to broaden the reach of and support for NASHP’s work.
  • Represents NASHP with the media and at state and national conferences and events.

Qualifications include:

 

  • substantial experience as a dynamic and visionary leader of an organization or agency
  • significant engagement with state health policy (state government experience and an advanced degree in a relevant field are preferred)
  • significant experience in a philanthropic and federally funded environment in which program and proposal development are essential to the success of the organization
  • unwavering commitment to quality programs, evaluation, and support for a continuous improvement framework
  • excellent organizational management skills with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget
  • excellent interpersonal, organizational, and problem-solving skills
  • experience in a collaborative environment
  • past success working with a board of directors
  • proven ability to engage a wide range of stakeholders
  • strong written, presentation, and oral communication skills
  • experience representing an organization in the media
  • high energy, integrity, sense of humor, and passion for the mission of NASHP
  • ability to travel frequently
