Our Work on Atrocity Prevention

Over the next several years, Human Rights First will undertake research, analysis, and advocacy on third-party enablers of mass atrocities that can help the U.S. government systematically improve its ability to prevent mass atrocities by disrupting perpetrators’ access to material resources such as money, arms and ammunition required in order to start or sustain their crimes.

The objective of this new phase of Human Rights First’s work is to get the United States to stop illicit networks that engage in criminal and sanctions- busting behavior by supplying perpetrators of mass atrocities with the material resources- such as guns and money- they need to commit and sustain their crimes. By focusing on these criminal networks, we seek to bring the president’s strategy on transnational organized crime into the service of atrocity prevention, where policy makers will be faced with the live operations of “bad guys” (e.g. Viktor Bout and his associates) who threaten U.S markets and national security.

The Senior Advisor will be responsible for conceiving of, executing, and managing strategies to achieve this objective. S/he will work in regular and close consultation with the Atrocity Prevention team, the Director of Policy and Programs, the Communications department, the Senior Advocacy Strategist, and other staff, as appropriate. The Senior Advisor will be responsible for designing and overseeing desk and field research, legal and policy analysis, policy recommendations for executive branch and congressional decision makers, and advocacy strategies to advance those recommendations.

PRIMARY RESPONSIBILITIES:

Leadership and Strategic Direction

·         Lead and direct Human Rights First’s initiative to prevent mass atrocities by disrupting perpetrators’ access to material resources, with a specific focus on securing a U.S government transnational criminal organization designation against an arms trafficking network.

·         Develop a comprehensive strategy and work plan, including specific projects and activities, based on an analysis of opportunities where Human Rights First can take the lead on securing the desired policy outcome and make a unique, recognizable, and meaningful impact.

·         Define and develop a strong public profile for this TCO initiative, including the production of news-generating reports and materials and the development of strategies aimed at educating and engaging the U.S. policy and decision makers, thought leaders, and the public with respect to these issues, in close consultation with Human Rights First’s Communications department.

·         Cultivate and manage strategic relationships with issue experts, thought leaders, NGOs, private sector and other stakeholders to further the organization’s objectives and shared goals.

Research, Policy Analysis, and Advocacy

·         Research and draft reports, policy briefs and other internal and external materials. Engage in both written and oral advocacy with decision makers, including but not limited to regulations, policies, and legislation.

·         In consultation with the Senior Advocacy Strategist and team:

·         Identify, develop, and maintain solid working relationships with key policy and decision makers in both the executive and legislative branches.

·         Devise and execute strategies to achieve objectives, including by influencing the political dynamics and public debate in order to overcome obstacles.

·         Analyze political and other factors to determine feasible blueprints and/or roadmaps for changing laws, policies, and practices to achieve advocacy objectives.

·        Lead program efforts to make significant, regular, and substantial contributions on this initiative through written products that generate media and public attention; specific and practical policy recommendations; and communicating sophisticated and pragmatic legal and policy analysis to a wide range of audiences, as appropriate, including senior decision makers, the media, and both professional and popular audiences.

·        Serve as a public spokesperson for Human Rights First on issues related to atrocity prevention and transnational criminal organizations to a variety of professional and general audiences, including the press.

·        Serve as an advocate for Human Rights First with all branches of the federal government, the media, and professional and other public audiences, in close consultation with the Senior Advocacy Strategist and Law and Security program staff.

Management Responsibilities

·         Manage the Senior Associate for Atrocity Prevention and the Bernstein Fellow. 

·         Monitor assignment of and assist in prioritizing tasks and projects, ensuring that clear expectations are set and standards are understood.

·         Measure and evaluate the results of delegated work against clear objectives.

·         Provide mentorship and professional development opportunities, such as lobbying visits, strategy sessions, writing projects, and training, and advance approaches that encourage collaboration, innovation and professional development.

·         Manage relationships with existing donors and Foundations that support the Program’s work and work with Human Rights First’s Development team to identify and cultivate new ones.

OTHER DUTIES:

  • Support regular activities of the team and organization, including convening public events and conferences.
  • Assist with the development of new strategic objectives and annual work plans.
  • Support fundraising efforts through grant proposal and report writing and editing and, in coordination with Development department, through outreach to key donors and foundations.
  • Work closely with other staff, as appropriate, to develop and participate in, projects that advance the goals and objectives of the organization as a whole.

EDUCATION REQUIREMENTS:  Advanced degree in international development, political science, business, economics, law or other discipline related to international human rights. 

REQUIRED SKILLS AND EXPERIENCE:

·         Significant knowledge of and experience working on conflict supply chains, transnational crime or the economic dimensions of mass atrocities.

·         A minimum of seven years of experience in U.S. government advocacy; congressional or executive agency staffing relating to relevant human rights and/or U.S. policy issues.

·         Strong knowledge of legal and policy-making processes of the U.S. government, especially those related to human rights and mass atrocities tracking and interrupting the activities of international criminal organizations, and/or implementation of financial sanctions or similar U.S. legal and policy tools to disrupt international actors who threaten U.S. interests.

·         Understanding of the means by which mass atrocities are committed and sustained, and of the current governmental and nongovernmental efforts to counter those means.

·         Strong professional profile, credibility, and experience in making or influencing government policies and practices.

·         Excellent communication skills; demonstrated abilities to translate highly technical material for a variety of audiences and effectively write and edit the written work of others.

·         Proven ability to work efficiently and effectively under pressure; to work successfully across organization lines and with a diverse team of colleagues; to work in a variety of U.S. settings (including governmental, legal, advocacy, and the media).

·         Strong leadership, strategic, organizational and analytical skills; good judgment; a high degree of initiative; and the desire and ability to thrive and multitask in a demanding, fast-paced, professional environment. Ability to evaluate progress toward achieving strategic objectives; including creating metrics to measure progress.

·         Superior project management skills, capacity to respond rapidly to emerging developments, to finish assignments under pressure, and to work collegially with others.

·         Ability to work well with teams as a leader and a member.

·         Excellent interpersonal skills.

·         Experience working with the press to achieve advocacy goals.

·         Strong public speaking skills.

·         Willingness to travel.

USEFUL SKILLS AND EXPERIENCE:

·         Experience working in Africa, Asia or the Middle East on human rights policy issues, preferably related to the economic dimensions of conflict or prevention of mass atrocities.

·         Fluency in French or Arabic.
