The Center on Budget and Policy Priorities, a non-profit policy institute, conducts research and analysis designed to impact public policy decisions on a range of budget, tax, health care, and low income program issues. The organization has a national reputation for its unique capacity to blend rigorous, timely analyses with activities designed to enable policymakers in Washington and the states to make use of its work.  The Center has a staff of more than 100, and coordinates a network of state policy organizations in 41 states.  The organization is primarily funded by national foundations, with growing support from individual donors. 

 

The Center is seeking a dynamic, highly experienced Executive Vice President for Operations (EVP).  The EVP will be responsible for overseeing a wide array of functions related to the organization’s infrastructure and operations, and will be a leader in ensuring effective management and operations throughout the organization.  The EVP will report to the Center’s President, and will chair a senior management team that focuses on internal operations and infrastructure. 

 

The EVP will interact with the Center’s outside legal counsel and the Center’s Board of Directors.  The EVP will play an important role in ensuring effective internal communications and systems, short and longer-term planning, budget choices and resource allocations, staff development, management training and coaching, and nurturing a culture of collegiality and excellence.

 

The responsibilities of this position require a management approach and organizational vision that focus on the connection between a strong infrastructure and organizational mission.  It requires outstanding judgment, informed and thoughtful decision-making, strong interpersonal skills, attentiveness to detail, and the effective oversight of internal systems that support the Center’s work. It also requires a management approach that enables the organization to address opportunities and challenges nimbly as they arise.  

 

Responsibilities:

 

The Executive Vice President for Operations will:

 

·         Provide oversight for the Finance, Human Resources, Administrative, and Facilities functions which are managed by the Senior Vice President for Finance and Administration/CFO. The EVP will work with the Senior Vice President to ensure that:  (1) the Center maintains financial systems adhering to the highest standards for accuracy and integrity and produces financial information necessary for its successful operation; (2)  the Center provides high quality benefits packages to employees, has effective personnel policies, provides management training and support for Center managers, and makes available appropriate  training and professional development opportunities to  employees; and (3) the Center  effectively manages its facilities and equipment.

 

·         Provide oversight for information technology (IT) and other technology matters, including supervising the Center’s Director of Technology to ensure that IT systems support the organization’s work.  The EVP will have responsibility for finalizing negotiations on high dollar IT contracts, reviewing/approving significant purchases, providing input and direction as needed to the Director of Technology and other senior leaders. 

 

·         The EVP will lead the newly constituted Senior Management Team to focus on internal operations and coordination.  This includes defining the issues that will be in the Team’s purview, chairing regular meetings, and ensuring effective follow through.  The EVP will also facilitate the regular monthly organization-wide Vice Presidents’ meeting, ensuring it produces cross-organization sharing and coordination, and bi-monthly all-staff meetings.  The EVP will ensure that the content of these meetings and decision making are coordinated to yield maximum synergy and benefit.      

 

·         Serve as a leader in organizational development and management, providing advice and counsel to senior leaders, and, in concert with human resources staff, supporting senior managers in developing management and leadership skills so they can provide effective management, supervision, and planning for their departments and staff.  This includes helping to facilitate overall organizational planning and providing assistance to departments as needed in establishing effective planning processes.   

 

·         Working with senior managers, lead efforts to strengthen integration of program work and operations, including internal communications and coordination of different aspects of the organization; ensure availability of needed administrative support and infrastructure-related resources; and ensure a healthy, collegial, and productive work environment.  

 

·         Serve as the primary senior executive in reviewing and approving significant contracts, legal agreements, and other sensitive documents to which the Center will be a party, in consultation with outside counsel as appropriate, and lead other senior managers in assessing existing internal policies and establishing new policies where needed.

 

·         Manage the relationship with the International Budget Partnership, both to help navigate its transition to becoming an independent non-profit, and to maintain a positive ongoing relationship between it and the Center.

 

 

Qualifications:

 

The successful candidate must have an outstanding record of managing operations and serving in a senior executive/management capacity within a high performing organization. 

 

Candidates must have:

 

·         A deep commitment to the mission of the Center to improve the lives of low income people.

 

·         A minimum of 10 years of experience in a senior operational executive/management position working as part of a senior leadership team, preferably in an organization that is at least comparable in size and complexity to the Center.

 

·         Demonstrated success supervising personnel responsible for IT, human resources, facilities, and financial management in an organization comparable in size to the Center.

 

·         Familiarity with operational best practices and knowledge of nonprofit management.    

 

·         A track record of managing multiple priorities and developing infrastructure, policies, and systems that support the mission of an organization, strong teams, collaboration, and accountability.

 

·         Superior organizational skills, including understanding organizational development and culture; demonstrated ability to manage in a way that both clarifies and honors lines of authority and responsibility and encourages creativity and initiative, and an understanding and appreciation of the dynamics of a founder-led organization.

 

·         Experience that demonstrates an unwavering commitment to the highest standards of quality performance and organizational integrity.

 

·         Excellent leadership and team-building skills, including the ability to motivate, inspire trust and confidence in, set goals for, delegate to, and ensure the accountability of colleagues.

 

·         Demonstrated success in strategic thinking, planning, implementation, and problem solving.

 

·         A high degree of flexibility and the ability to manage in a fast-paced, dynamic environment.

Compensation: The salary is commensurate with experience.  Center staff are offered excellent benefits including two options for health insurance, life insurance, long-term disability insurance, a retirement plan, generous vacation, sick leave and holidays.
