The Center on Budget and Policy Priorities, a non-profit policy institute, and the State Priorities Partnership, a network of 42 state-level organizations, have attained national reputations for conducting rigorous, influential fiscal and policy analyses and shaping public debates, with particular attention to how policies affect low- and moderate-income families and individuals.

The Center is seeking an experienced campaign professional to help state network partners develop and execute issue campaign plans, build and support coalitions and partnerships, and share best practices related to influencing policy debates. Through public education, issue campaigns, and dissemination of data, the Center’s state partner organizations play a lead role in developing policy solutions and implementing successful campaign strategies.

The Manager will:

  • Support and develop state-level civic engagement plans with partners that inform legislative and ballot campaigns on state budget and tax issues;
  • Provide guidance and hands-on technical assistance to state partners and allies on a variety of campaign tactics, including message guidance, voter contact, and field activities designed to shape important state budget and tax debates and policy outcomes;
  • Help educate voters about the policy implications through digital and social media, mail, and phone programs that build public support for policy goals;
  • Help develop tailored materials that state groups can readily use in their public education efforts, ensuring that state organizations can use critical data and messaging strategy effectively;
  • Develop creative strategies to help state network organizations and coalitions deepen and expand their partnerships;
  • Develop metrics and tools to track our progress; and
  • Lead opportunities to share best practices across states through peer-to-peer communications and training opportunities among the state Partnership organizations.

Qualifications

Applicants should have a bachelor’s degree, a minimum of seven years of advocacy experience or  campaign leadership experience in at least three campaign cycles (candidate work, labor organizing, and issue advocacy are all relevant areas of work), demonstrated ability to plan and execute strategic campaigns, and a strong track record of building effective alliances and collaborations of diverse groups and interests.

It is preferred that candidates have some familiarity with state budget, tax, and low-income issues; understanding of state legislative processes; demonstrable experience with successful strategies to inform issue debates; a strong ability to synthesize complex information for multiple audiences; strong written and verbal communications skills; and exceptional organizational, planning, and interpersonal skills. This position reports to the Deputy Director of State Campaigns, is based in Washington, D.C., and requires frequent travel.
